Licensed congregate living

In this model, licensed congregate living is owned by families or a 3rd party not providing the services, with services from a provider chosen by residents/families.

This model may be suite-based with multiple common areas that are shared and can be reserved. It was selected by the think tank for the two hypothetical residents with complex, intensive needs.
